The Buildings Decree stipulates that a dwelling (that does not form part of a residential building) or a residential building should have an energy performance coefficient of 1.0 at most. Determination of the EP of a dwelling (not forming part of a residential building) or a residential building must take place in accordance with NEN 5128 “Energy performance of residential functions and residential buildings – Determination methods”. For buildings that have a purpose other than residential, the Buildings Decree stipulates that these should have an energy performance coefficient, determined in accordance with NEN 2916 “Energy performance of non-residential buildings – Determination methods”, such that energy is saved to a far-reaching degree.
